Our Community's Housing Challenge
As of December 2008, the combined Benton & Franklin counties had 838 adults enrolled in DDD services. According to the Benton and Franklin Counties 2010 Point in Time Count, our community has only a 1 to 2% vacancy rate in rental housing, compared to a 6.1% average statewide rate. According to the Kennewick Housing Authority, the waiting list can be up to 2 years for a housing voucher for low-income housing. The DDD/DSHS 2010-2011 Strategic Housing Plan states that Benton & Franklin Counties are 2 of the 6 counties with more than 200 total DDD enrolled adults that have the lowest per capita number of DD housing Trust Fund Units. Housing Trust Fund units are serving a mere 1.7% of DDD clients. Communities surrounding the Tri-Cities area, such as Yakima and Walla Walla are among the highest counties with 5.6% and 1.3% respectively.
The Search Began
We began seeking property in 2009 zoned multi-family with access to public transportation, banking, shopping, medical facilities and pharmacies. We were surprised when we found that there is a shortage of property that is zoned appropriately for the multi-family purpose we need. Although rezoning of other property has potential, the time lines create a problem.Our organization enlisted the help of commercial realtor that is also a mother of an adult daughter with DD who is living independently with support, and the grandmother of an adolescent DDD client with significant disabilities living with her. She found in her search only five properties that were over one acre and zoned multi-family at the time we were looking. The shortage continues today.
MLS Introduces Kennewick Perry Suites (KPS)
The Kennewick Perry Suites (KPS) housing project consists of 14 subsidized adult units for people with intellectual and other disabilities. KPS is located at the corner of Kennewick Avenue and Perry Street in Kennewick. This site is 1.6 acres and has met all HUD 811 requirements.
